Default Rescued Miniature Pinscher chasing cats

We adopted a four year old Miniature Pinscher from a kind rescue lady.
He was intact until she found him, so he just got neutered. He's a
dear little guy, very eager to please and very responsive to training,
but he keeps chasing the cats.

Can we teach him not to chase the cats, and if so, can you tell me the
right way to do it?

keep a long, lightweight line on him in the house. tell him "no chasing" when
he tries and use the leash to stop him as needed. Gradually go to shorter
leashes.
