So could improper handling, etc. Heck, a *single* bad encounter with another dog could account for it, especially if it happens early on. True, there could be other reasons. But every fear aggressive dog that I've worked with have been socialization issues. I've yet to see one not improve to some degree with "open bar" classical conditioning (dog appears, treats appear, praise happens). Not that I've had a lot of experience with this - maybe 10 dogs altogether. And only the "mild" cases - i.e., I would refer out a biter or a dog who couldn't be distracted.
