Default Fenced yard for escape artist

Greetings:

The longer I have two dogs, the more I want a fenced yard. Big time.

My neighborhood has certain rules that must be obeyed -- they lean in a
natural, woodsy direction for the most part. The main fence must be wood,
and privacy fences are not allowed. I need to find out the height
restriction.

The cheapest way to go is split-rail, which can then be lined with that
wirey garden fencing.

Queenie has shown herself to be quite smart and quite the escape artist,
and although I don't plan to leave the dogs out when I'm not there, I don't
want her escaping ever because, for one thing, while she's smart in many
ways, she also likes to chase cars.

Any tips for the best fencing/containment system?

IMO the easiest way to combat fence climbers & jumpers is to install an
invisible fence just inside of the physical one. I've never actually seen a
hot-wired fence but I know they exist with people putting (I think) live
wire running across the top of the fence. If you have restrictions like "no
privacy fence" then there's a very strong possibility that a height
restriction of 4' goes along with it.
