My sister lives in the SF Bay Area, California.

Her neighbhor's dog keeps darting out across the street and rushing at
her kids in a angry manner and onto her lawn / property.

She has told the neighbhors but they are not taking it seriously. They
are being defensive.

So far the dog has not bitten anyone yet but it has her family
frightened. I think it is a german hunting dog.
This has happened on a few ocassions.

Telephone calls and emails to the neighbhors are not getting any
results.

What rights does she have ? What can she do ?

What is the law ? Who should she report this to ?

How can she stop this from happening again ?

Any pointers/ suggestions would be very helpful.
