Well, certainly if all that stands between your keeping him and booting him
out is a neutering appointment, I fail to see the issue. If this dog is from
a pet store, he's likely from a puppy mill - the names of his parents are
huge red flags, as responsible breeders rarely have dogs named "Zena III"
and "Ruger VII." Mills, on the other hand, love Roman numerals and often
don't bother with the standard naming structure of a kennel name followed by
a formal name. So there is no need for this dog to keep his balls for
breeding purposes.
If the neutering thing is just an excuse and you truly don't want to keep
him, contact a Weim rescue and offer to give them a donation in exchange for
their assistance in placing him. You sure as heck don't need to be making
$350 for dumping a dog, no matter how you acquired him.

I was going to suggest weim rescue, too, until I saw that he wants
money. My sister has 4 weimaraner pups that she's having a hard time
selling, but she'd rather keep them herself than dump them on the
first one to come by.

Weimaraners are a tough breed to raise and I wouldn't be surprised if
the dog in question is just becoming too much of a handful for this
person. They require a lot of attention and time.
