You are lucky that no one has shot her for this. Most hunters I know if
they see a dog running deer will not hesitate to kill the dog. Do you
realize that in most states that you can be fined for allowing the dog to
attack deer and the dog be put to sleep.

If she won't listen to voice command then invest in a good 6 foot fence or a
strong trolley line but keep the dog confined and not allowed to run loose.
