AKC would have the contact information it along with everything else. You can search there for local clubs or take a look at the Pekinese page and that will have other links to follow for more contact information. This is how I tracked down my dogs' breeder. Or take a drive up to the Finger Lakes later this month. There's a BIG BIG dog show at Sampson State Park in Romulus NY the 23, 24, 25 & 26. There will surely be Pekinese breeders there. It's a combination conformation, obedience and agility show. And, as long as they're not ready to enter the ring, most anyone there would probably love to talk to your about their dogs. Information for the show is also available at the AKC website. And under "Events" search, you can also find out the conformation show superintendent and their web page will have ring times available for each day - along with the numbers of each breed entered. There are plenty of breeders in it for the money; finding one who cares about the health and welfare of the dog is not so easy. Take your time and research the health problems in the breed. Learn what steps a breeder must take to improve breed health. If you aren't taking a dog out of the shlter you can still help by not supporting breeders who allow their dogs to end up there. Look for a breeder who wants to make sure you are ready for the needs of the breed, and who will remain an interested resource for the life of the dog. If you don't feel like puptting in the effort of finding a breeder who breeds for correct temperament and good health (and it IS work) then you can at least avoi supporting breeders of bad tempered unhealthy dogs by getting one from rescue instead. With an adult you will know what you are getting.
