Default dog licks/nips at his lower back

My lab mix is licking and sort nipping at his lower back (near his
tail) area. The back third or fourth of his back therefore a lot of
times looks like he's been in some water/taken a bath.

I guess I should take him to the vet? He otherwise seems very happy
and ok.

I have a male pug that does that when his anal sacs/glands need to be
expressed. If I don't express them right away, they get infected/absessed.
