Depending on who you know, teaching hospitals can get away with a lot.

My neighbor in grad school was a vet student at VA Tech. Our friend
injured his ankle and had a workup at the student health services, which as
usual found nothing wrong. So my friend x-rayed him at the vet school. He
found the fracture student health services missed.
