I would like to see irresponsible dog owner's shot!

Irresponsible is very much a subjective thing. Who decides what is
irresponsible and what is not? What is irresponsible in my household may
not be in yours. Do you get to shoot me? What if I see you doing something
irresponsible first, do I get to shoot you?
