How far under 10? How boisterous? How dog experienced? How much
time will they be with the dog? What are your expectations of
child-dog interactions? What are YOUR goals for the dog?

I think children should be over 3. The right dog is the right dog
when it is one that suits your individual family. Tested adult rescue
and shelter dogs are often a very good choice. A puppy may be a good
choice, depending on age of children, how much someone is home to
train, etc.
