Our local newspaper does this - every Sunday it has a listing of
all animals at the shelter and in foster care, with a thumbnail
about each one and a "pet of the week" photo. It's a small town/
small shelter - typically fewer than 20 pets are described.

I think that is the way to tweak interest in a dog or cat. They see a photo
and think it's cute and want to see it then at the shelter. I think it's a
good idea.
