Default "Heel" billboards near Baltimore

I seem to remember something like this once before, where a single word
was
posted, and then later more was added. This might have been at the
beginning of Baltimore's "Believe" campaign, which is still (sort of)
active. But, given the violence and dangerous conditions that persist
in
much of the city, I think it is more appropriate to remove the "Be"
part,
and just "lieve". I sure wouldn't want to live (or die) there.

Unlike the "heel" signs, I found a number of references to "Baltimore

Hi Paul,
While I don't have dogs of my own, I am, however interested in Street
Art ('Wooster Collective' (http://www.woostercollective.com) if you
want to see some!).

This could be such a case, though it is hard to be certain since it
could be viral marketing indeed.

The only thing I've been able to find out about these billboards is
that there are other people curious about them, too. Heres a link to a
persons blog who actually has a picture of the billboard, and he is in
California..which really leads me to suspect that its just an ad.
(Which dissapoints me, I don't exactly like it when advertisements seem
to mimic street art..bah!)

Thanks for finding that. It's exactly the same as what I have seen, so it
must be some sort of commercial advertising. The picture by itself is:

I expect it's a teaser of some sort, and will soon be replaced with
whatever it is they're promoting. It may not even be dog-related.
