From Herbs for Pets, Mary Wulff-Tilford and Gregory Tilford:
Oat straw - excellent nerve system tonic - can be fed daily;
for cognitive dystunction in canines: "blood circulation and neurological
functions of the brain can be assisted and sometimes improved with the use
of ginkgo, gotu kola, or peppermint. In certain cases Saint John's Wort may
be beneficial as well, but this determination should be made by a holistic
veterinarian who is familiar with your animal."

More from the above book (which, if you are truly interested in herbal
therapies, you should buy):
gotu kola: contraindications - excessive doses can have narcotic effects,
may cause phytosensitivity, ay interfere with hypoglycemic therapies; doses:
make tea from dried leaves (1 tsp herb to 8 oz of near-boiling water) and
give at the rate of 1 tablespoon tea per 30 pounds of body weight, once
daily.
ginkgo; cautions: inhibits platelet aggregation - don't use if dog is
already on blood thinning meds or has clotting disorder, excessive doses can
results in restlessness, diarrhea or nausea; doses: .25 ml to .75 ml of
liquid extract - 2 or 3 times daily for each 50 pounds of body weight; best
to consult practitioner. Lemon balm: contraindicated in animals with
hypothyroidism as it inhibits uptake of iodide; useful in some cases of
depression, anxiety, indigestion and for lowering blood pressure.
