I assume the puppy is too little to have a license, which might have
triggered a visit from the animal warden - which may possibly have
allowed that puppy to be grandfathered in.

Meanwhile, there is a petition for a referendum issue moving forward,
but too many people won't stand up for "dangerous" dogs.

And it isn't about dogs, in reality, it's a racial issue.
