I think it's hard for many people to see that BSL affects everyone
who owns a dog. That, and the sad fact that far too many people are
just plain scared of bully breeds (and, related to your below point,
"those scary brown people"). It's hard to reason with fear.

And it isn't about dogs, in reality, it's a racial issue.

That's horrible, but not surprising.
