and her family. They have been over for a drink on more than one

That makes it more difficult, for sure, but it also means that there's
hope of helping the owners get a clue. It takes time, though. Maybe
training classes will be that first step toward clueville?
If my daughter called Sylvia (the S.P.C.A. lady) it would almost
certainly get back to the neighbours who made the call. That could
seriously affect my daughter's life in the neighbourhood, not just
with the puppy's owners.
I wondered. Having lived in several communities that don't have AC, I
don't automatically assume that everyone has recourse to it. Or that,
if there is such a thing, it would actually help their particular
problem. I also know how small community interactions can affect how
you handle something like this. It's not at all unreasonable for your
daughter to be concerned about how various solutions might play out. I
don't have any suggestions, but y'all have my sympathy.
