Dog Poops in the floor all of the time!!
The point of tieing him to you is that he learns he comes to you to go out
not in some room in the house. Give it time and keep at it he will get it.
Also put him on a schedule, take him out every couple hours and gush over
him when he goes outside. Make a big deal out of how pleased you are that
he's done his business outside. Also use a catch phrase when you take him
ask. Like say lets go POTTY. Then repeat it when he's outside telling him
to go potty and take him to the spot you want him to go in.
Each one of my dogs comes and gets me when they want out and they know "Lets
go pee" means we are going outside to go to the bathroom.. I've used the
tether method with every dog I've ever had and it works. You can even
retrain and old dog this way I've done it.

tether him to your belt so that you are always watching him. When he
starts
circling, take him out. Congrats, recognizing a behavior pattern is the
first
step.
He is tethered now...thanks for the great advice...the only thing I am
concerned about is that he won't learn...because he won't try to go to
the bathroom tied to me...but then again, no poop!!! Thanks!!
