It is the women themselves.

Women participate in their own debasement all the time. It's not
entirely unlike Stockholm Syndrome, and it's how we get by in life.
That does not absolve PeTA of their responsibility in the matter,
though. The fact is that PeTA is benefiting from commoditizing and
exploiting women, and I don't think that the ends justify the means.
It's not okay to harm X in order to save Y.
