12 weeks old, he should be in puppy class. One that requires proper
vaccination schedules, but still. You miss a LOT of good social stuff
by being overly cautious about vaccinations. Keep him out of truly
public places (i.e. don't walk him in Petsmart or public parks), but a
safe puppy class? All advantage IME and IMO.
