I always use Outlook Express.

To block a person on the News Group.

Make sure you Highlite the message from the person you wish to block using
your mouse, and then go to the top of your screen and click on the word
"Message".
Scroll down to "Block Sender"
Click on "Block Sender"
Then hit the word "yes"
That is all you have to do.

If you have your highlite on another poster, that poster will be blocked
instead of the one you wish to remove. But, if you do this by mistake then
you can unblock by doing the following:

To remove a blocked sender from the "Block Sender's list or to view your
blocked sender's list then:

Go to "Tools" at the top of your screen
Scroll down to "Message Rules"
Click on "Message Rules"
Click on "Blocked Senders List"
To remove someone from the list:
Check off "News" and the hit Remove.

My new(er) version of Outlook Express - now called Windows Mail - doesn't
have "Block Sender". Instead you go to Message and then to Junk Mail. That
gives you the option to send the address to the Blocked Senders List.

Then it's the same change when trying to take someone *off* of the list.
You go through Tools and then to Junk Mail.
