SUPPORT H.B.1060.

In 1991 the HumaneEuthanasia Act
became law in Georgia. With a few exceptions, this law banned animal
gas chambers throughout the state. Now,17years later, in the interests
of the
safety of shelter workers, it is time to repeal those exceptions. I
ask that youvote yes on H.B. 1060

H.B. 1060 would provide training for use of lethal injection
and make public shelters more accountable by requiring them to keep
track and report on numbers of animals impounded, euthanized
andadopted.Since
1990 we have learned gas chambers are a health hazard forshelterworkers.
Shelter workers are at risk from carbon monoxide poisoningwhenthey load
and unload or clean the gas chamber, breathing in low levelsofthe gas on a
regular basis. As the concentration of CO in the body buildsupover time in
the body, humans may experience decreasedvisualacuity,tinnitus, nausea,
progressive depression, confusion, andcollapse.Unconsciousness may be
accompanied by convulsions and muscularspasms.Long-term effects may
include cancer and cardiovascular diseases.(1993and2000 AVMA Reports.)


Danger is worse with old, leaky equipment.

The gas chambers grandfathered in under GA HumaneEuthanasia Act would
now be 20+ yrs old

Shelter workers experience psychological/emotional damage from having
to
force frightened animals into a gaschamber, and because it takes time
for
CO to build upenough in their lungsfor them to die, workers are subjected
to their fearfulcries, howls andscratching. Tennessee banned gas chambers
after a workerdied from COpoisoning. Several other states including
Florida, Indiana,Nebraska, andColorado,among others, have banned the
chamber. Less than 1% ofshelters inthe U.S.continue to use the outmoded
gas chamber.Lethal injectionis a safer, even less expensive alternative.
Workers can betrained in thismethod for about $255. If used properly, it
creates no riskfor workers andis much more humane. But gas chambers are
dangerous toworkers and cruel andinhumane to workers and animals even if
used properly.Please consider theattached information. Please vote yes on
H.B. 1060, abill to increase safetyof shelter workers.
