Default over-anxious eater

I have a dog that, when fed, eats his food like he has not been fed in
2 years. He eats the food whole, chokes, spits the food out and...
well, you get the picture. How can I make him slow down? I have tried
exercise. He runs 2 hours on a treadmill, but is ready to run some
more, when he gets off.
