Default heeler with possible nose congestion/bleeding...cat scan or Scope??

I have a 12-14 yr old, 40lb heeler mix who about 3 weeks ago sneezed
blood out his nose and now seems to be permanently congested in his
nose. He seems to breath out his mouth OK though. He is still doing OK
in that he still enjoys his walks and life in general. Sleeping though
is a very noisy event for him.

He he completed a round of antibotics 1 week ago and now the
congestion seems to be getting worse.

The vet feels it could be some sort of foreign body or possibly a
tumor.

The next step is either an endoscope ($1000) or a CAT scan ($1300).

I personally have a gut feeling that it is something we can't do
anything for. Something like a tumor. For this reason, I feel the CAT
scan is a better choice since the CAT scan will image the whole head.

What are your opinions? Has anybody experienced something similar?
