Darn ! I just can't get the entire outside population to wear the
collars to keep them OUT of my yard (and my inground pool). Those
bureaucrats are so silly when it comes to their safety rules as well.

Well isn't that speeshul. I've known more dogs who ignored the shock
they get and ran through the fence anyway. A physical fence is a much
better option.
