Default Insatiable carrion eater

My young dog will insist on hunting for carrion when out on walks. I
wouldn't mind so much if he just gobbled it down but whilst he's trying to
do this, he's also not listening to me at all.

Sometimes this is just a minor nuisance but other times it's a major pain in
the arse if I have to get him somewhere (like back in the car or across a
main road) and he won't come or be caught.

I've been working on the "leave it" command and rewarding him when he obeys
but that really doesn't seem to cut much ice when we're out on a walk and he
finds a tasty rotting seabird.

Any suggestions other than a muzzle? We have tried a simple fabric type
muzzle but he can still pick things up if not eat much of them. He so hates
it that I'm loath to think of it as a long term answer.

He generally listens to me and responds pretty well when there are no
distractions but when there are other distractions he's not so great.

A leash would be a good start, along with obedience training.
