Default Barking, hyper dog - help??

Folks, I need some help.

Our 6 month old Buddy (yellow lab) is a great dog. But he has a very hard
time settling down. He gets into moods where he does not respond to
commands (sit, down), barks incessantly, and when we make a move toward him,
he runs to get us to chase him. Obviously this is not a fun activity. He
has been in his crate for the last 10 minutes, and he is just starting to
settle down (panting). We offer him several options to play with us, none
of which seems to be as desired as us chasing him.

Any ideas?
