I have a one year old yorkie and he has a red spot that almost looks like he scratched himself near his genitals. I looked to see if it was a scratched but it isn't, infact it looks more like a bruise. What could this be?

I have a precious Yorkie that suddenly became ill with a fever. The vet suspects pancreatitis.. I can't get him to eat and have been finding him water and food by spoonfuls. I'm worried because he is coughing up like a green bile I feel this is what eventually killed my other tiny Yorkie....
