Default Licking paws-how to tell if allergy or boredom?

My little dog has all kinds of allergies, but just now, 6 mos after I
adopted her, I believe we've improved the situation by 80% or so,
perhaps more.

Ok - the question, she still is licking her paws (but less than before)
and I notice it's after long periods while I'm at home with her, of
waiting for me to finish what I'm doing. I'm not sure, but I'm noticing
a little pattern here, although she will lick at other times also.

Is there a way to differentiate licking from allergy vs boredom?
