Cool Skin Problems

I need help.
I have a Golden Retreiver who has a black
skin "something" that is on his rump and tail.
I currently have him on 10 tabs of Brewers Yeast
with garlic and vitamins with fish oils. His furr
has begun to fill in.

With this combination, we have eliminated tape worms
and fleas.

Can anyone tell me what this blackness is??
