Given that no reputable breeder will sell puppies or kittens to the
resale industry..... all they'll get is backyard bred mixes and low
quality purebreds....

Yes I expect that will happen.
It seems to be impossible to wipe out puppy farms/mills.
There are still some in the Uk mainly Wales but also they bring them in
from Southern
Ireland but recently the UK Quarantine laws were changed and people can
bring up to five puppies at a time provoded thay have a petpassport and
rabies jab so now we have eastern Europeans bringing in puppy farm dogs to
sell here.

Yeh, in France a few years ago, they were having a horrible time with
puppies from Central and Eastern Europe being sold out of car trunks
(boots).....

The pups are raised in "kennels" in the basements of those humongous
apartment blocks built during the Soviet era.... When puppy millers
can't get the breeds they want by hook or crook here in the US, they
order them up from the former Soviet countries.... We've seen some
interesting Border Terrier pedigrees on these dogs. A few years ago,
the breeding stock had good English and German kennel names one or two
generations behind the imported dog.
