Default Snapping dog

About four years ago my dog developed an almost paranoid fear of being
touched near his eyes or mouth. Doing so would cause him to react by
biting. This naturally makes it difficult, when, as now, he needs to
take medication. I want to deal with this problem but I am at a bit of a
loss about how to go about it. Does anyone have any suggestions please?
