Default Dog being stubborn ... please help

I have a 2 year old doberman. He is extremely obedient and great around kids,
strangers, and other dogs. My problem is that he is sometimes stubborn when we
are walking. He will stop, won't move, and won't listen to me at all. This
happens most often when he is going up and down stairs. What should I do to put
an end to this? Thanks in advance!

Take him to a vet and get some x-rays. He is probably hurting.

Discuss the problem with his vet and eliminate physical causes.

As well as a physical problem , he might not feel safe on the
stairs if they're not carpeted.
