Default 10 wk old puppy pants heavily even when it's not hot and he's not exhausted

My 10 week old puppy is perfectly healthy, so the Vet says. She
honestly didn't do a very thorough initial examination. Anyway, he
really is healthy and doesn't seem like he's in any pain, but he pants
constantly. Most of the time he doesnt breath through his nose, but
rather through his mouth. He is a schnauzer/poodle mix, so i dont
think its inherent that he would have any breathing problems like a
snub nosed dog. he's relatively active, but the panting is more of an
annoyance. when we sleep, he will wake up and start panting.

He also breathes really fast, even when he's awake. I asked about this
to my vet, and she just stating that he was probably dreaming.
However, he breathes quickly even when he's awake and he seems to get
winded easily.

could it be a congentital problem? heart worms? should i be really
concerned?

i'm not sure if i'm over reacting, because he really is very healthy
and puppy-like.
