"Top" dog lists

When I watch the Westminster Dog Show, a particular dog will come out
and the announcer will say "this is the #1 standard poodle, or #1
german shepherd, etc."

Where does one find the "top" show dog list? Is it by particular
club, AKC, or some other group?

For instance, if I wanted to find the #1 german shepherd, where would
I look?
