Police release man arrested in puppy killings

Monica Smith, 15, talks about how she witnessed a man killing 10 puppies and
tossing them in the dumpster in the background.

Police quickly determined this afternoon that a man officers arrested today in
connection with the killing of 10 puppies wasn't responsible for the crime.

Yet another wrongful arrest.


Witnesses told police the man under arrest wasn't the person they saw killing
puppies Tuesday evening. Officers then released the man.

Officers have been hunting for a person who killed the dogs by snapping their
necks and slamming them against the pavement, witnesses said.

So it's OK for Farmers and Ranchers to kill chickens, ducks, turkeys,
and other animals in this fashion, but when city slickers do it it suddenly
becomes a crime?


Police have been looking for the suspect since the incident, which happened
about 5:30 p.m. Tuesday outside an apartment building at 300 Johnson Parkway.

Meanwhile, the case continued to outrage animal advocates today.

The Minnesota Federated Humane Societies, which is based in Richfield, sent a
letter to Ramsey County Attorney Susan Gaertner.

"As the principal author of the felony section to the Minnesota animal cruelty
statue, I thought I might contact you to make sure the proper charges, and
arrest warrants, can be obtained," wrote Timothy Shields, the societies'
administrator and general counsel.

As he sits there eating his lunch of dead animals that were all KILLED
for his pleasure.



He wrote the "proper charge" for the suspect should be felony cruelty to
animals,

So it's cruel to kill an animal?

all the animal Hunters in the U$, or all the Fisherman, eh?

which carries a maximum penalty of two years in prison and a $5,000 fine. "If
the act was done to threaten, intimidate or terrorize another person, an
additional (felony) charge" could be brought that has a maximum sentence of
four years in prison and a $10,000 fine, Shields wrote.

A witness said the man might have killed the pit bull mix puppies because he
was upset they weren't pure bred, said St. Paul police spokesman Tom Walsh.

Or he could have abandoned them to the "inHumane Society" ... where
THEY would have then killed them too.



Other witnesses said the man often argued with his girlfriend, who lives in
the apartment complex that was the scene of the killings. After he killed the
puppies, the man threatened to hurt his girlfriend as he had the animals, the
witnesses said.

Domestic violence often goes hand-in-hand with animal cruelty, said Mike Fry,
executive director of Animal Ark in Hastings, which bills itself as the
largest no-kill shelter in the Twin Cities.

"The fundamental psychological problems of violence against animals and
against humans is the same," he said. "It's really about control and
dominance."

The man had been outside the apartment building with his brother, a cousin,
his girlfriend and his girlfriend's mother before the dogs were killed,
witnesses said. They said he is the owner of a female pit bull who reportedly
gave birth July 24.

When the dog was pregnant, 15-year-old Monica Smith's mother had inquired
about buying a puppy for her. Another apartment building resident, Carroll
Paynes, asked just before the killings how much to buy one.

The man came out Tuesday night carrying a plastic container that resembled a
hamper with the litter of 10 puppies inside, witnesses said.

The girlfriend and the man's brother were trying to take the container away
from him, said Paynes, who said she watched from her balcony as the incident
unfolded.

The man was apparently angry with his girlfriend, witnesses said.

"The girlfriend said, 'I'll take the puppies to Petco. You don't have to do
this,' " said Smith, who also saw the killings from a balcony.

The man pushed the woman aside and stalked over to the garbage bin, witnesses
said. Smith said the girlfriend's mother said: "He's not going to do anything,
he just wants attention."

The teenager said she thought the man was going to throw the basket away. What
happened instead was "so fast, we were just stunned," Smith said. "You could
tell he was thinking whether he should do it or not. He held the first one up
and looked at its face."

The Legislature passed a bill in 2001 that made serious cases of animal
cruelty a felony.
"This is precisely the kind of case we were talking about," said Sen. Don
Betzold, DFL-Fridley, who sponsored the bill in the Senate. "We had some of
the weakest animal cruelty laws in the country. If you went out and
deliberately killed your neighbor's pet, it was a misdemeanor."

Yet if you bomb and murder 100000s of innocent Iraqi civilians in
an illegal attack and invasion of their country, it is no crime at all, eh?




Paynes briefly thought about exacting justice on her own. When she saw what
was happening, she said she rushed inside to put on her shoes and to get a
knife.

"I wanted to hurt him," she said, describing how she cried as it was
happening. "I have a lot of sympathy for animals."

Typical, violent scumbag.


Paynes' mother took the knife away from her, she said.

Kimberly Brown was driving by with her 2-year-old daughter during the killings
and stopped to ask the man whether she could take the rest of the puppies.

"The look on his face, it scared me," she said. "It's something I wish I would
have never, ever seen, and I probably will never forget."

So he's guilty of Felony Scary?



When it was all over, the man and his girlfriend left, witnesses said.

Smith went to the garbage bin before police arrived to see whether any of the
puppies were alive. Inside, the puppies were silent and still, except for one
whose belly was moving, as if it was breathing. But they were all dead when
police arrived.

"Why would someone do that to an animal?" Smith asked. "He didn't have to do
that to those puppies."

As then then drove to McDonalds for a "happy meal" ... LOL!
