Default Help needed with Boxer

I have a friend in Indiana whose neighbors has a deaf boxer whom he is
neglecting very badly. We are in search of a rescue in Indiana who can
help. I found a few by searching but have not gotten any emails back and
some where actually returned to me. The dog is very thin and is allowed
to run free when the man isnt home and he has said he hopes the dog just
disappears.....my friend thought of taking the dog to the shelter but
its chances of getting out isnt good. Thanks
