Default Safe 'chew toy'?

My 2 youngest dogs(they were born last spring, 2 different mommies in 2
different towns, but they're only like a week apart) are of course very
active, and they love chewing up the empty toilet paper rolls, and with all
the pet food recalls and such, it got me wondering, is the cardboardy paper
stuff the rolls are made of, are they safe(as in nontoxic) to let them play
with?
