what exactly is the purpose of these? for training?

Whistles are used to clearly communicate with a dog at long distances.
Silent dog whistles would be useful for that some communication if one
either didn't want the noise (annoying) or if it was counterproductive
(warning a target). Whistles are useful not only for recall but for
direction- sit, left, right, slow. I've not seen the silent whistle in use
but in some circles they are very popular.
