Default coprophagia

HELP!
we have two pomeranian pups that can't seem to curve their poop eating
behavior!
we have to constantly monitor them when they go on the pad because if
left alone for a second they dive right into thier poop.
we've tried just about everything to try making them stop from doing
this, but it's getting to be frustrating.
any suggestions?
much appreciated.
