Default Second Dog

Hello,
We have a male rescue dog, who is about three years old.
He is fine with other dogs when they and he are off their leads, but
acts aggressively when he or the other dog are not.
When we got this dog (Boris), our intention was to get a second dog at
some point to keep him company.
Boris does have some behavioural problems and we have just started
obedience training with him. He does not take command at all when
outside and we are unable to let him off his lead as he does not come
back until he is ready.
We are after some advice as to when we would be a good time to
introduce a second dog. Originally, we thought sooner rather than
later, but now we're not so sure.
Any comments would be appreciated.
