Default Male dogs are peeing EVERYWHERE!

I have a problem that I basically know the answer why....However, I need to
find a suitable solution. I have a 10 year old male unaltered pom. Two and a
half years ago I was given a little female pom puppy...who I love more than
anything. Last summer we rescued a male pom puppy from very unkind
surroundings. Now my problem is the two males are peeing on everything. I
can't stop them . Even when I put them out every hour they come back in and
pee on something. I can clean up what I see but how much of it am I missing.
There is no way we can part with any of these dogs. We have discussed it
many times but we love them too much.
Does anyone have any advise?
Would neutering actually solve the problem or are the boys now too set in
their ways?
