Default Rotti Unusual Behavior - I Need Advice

I have a female rotti that is about 1 1/2 years old. We have had her since she was 6 wks old. She has never been able to be around our friends because she is so out of control. It's like she get nervous and shy when she sees people. She also has a tendency to snap at people(the reason we don't let her around our friends). She wants to be petted, but when you reach out to pet her, she snaps at you. She has done this since day 1. I don't know what to do. I don't want to get rid of her, but I can't keep her if she continues to act this way. We also have a male rotti, that is 9 mths. He is the exact opposite. He is loveable, caring, loves people. I just don't understand. Could she have a chemical imbalance?
