i too have a female pit bull who goes nuts at the sight of other dogs. same
age as yours. we had a similar problem in obedience class (though in her
case it's whining, barking and playbowing, but it's just as distracting).

do you feel your dog is showing aggression to these other dogs? or does she
want to meet/play with them? any suggestions for taming the behavior will
probably depend on your answer to this.

one thing that worked pretty well for us, was to practice "leave it", away
from other dogs. we used leash corrections in the process, there are other
ways to teach it, but this one worked best for us. keep in mind that Lola
is not aggressive towards new dogs, she just really wants to meet them.

basically, i'd walk Lola past something really exciting, like a squeaky toy,
or a tennis ball. before she looked at/showed interest in it, i'd lure her
head the other direction with food or a treat "leave it, leave it, good
girl!". if she turned back to the distraction, a quick leash pop, and
"No!", then immediately in a nice voice, "leave it, good girl!" with the
food or toy.

practice this all the time. eventually you can practice it with *real*
temptations, like road kill, or your dinner. now, when we are out walking,
and we see another dog, i start in on Lola to "leave it". she looks
longingly at them, looks pathetically at me, and we keep on walking.
i do not think this would work off lead yet, but on lead, she knows the
rules.
