Default my german shorthair will NOT STOP WHINING

she is 3 years old...and is getting worse with age...

if we let her outside (we have a yard the size of a football field), she
will whine after only a few seconds...and will not stop until she comes
inside

if she is behind a closed door, she whines incessantly.

if we are outside together, and I am working in the yard, she does the same
thing.

if we are playing fetch, she will whine uncontrollably until i throw the
ball

sometimes we are inside relaxing and she will start whining out of the
blue...

she gets plenty of exercise and attention...

any suggestions??? where do I start??
