Default Do Shiba Inu's wag their tails?

Hi,

I am fostering a shiba inu and his tail is usually tightly curled like
a bun. I've noticed that this guy never wags his tail even though I
know he's excited and happy... it never wags... nor does his butt
wiggle like most dogs. Is that a common trait in this breed? You
don't realize how much information you get from your dog's tail!
