Default Lead training pup (quite long)

Hi all,

I have had my 4 month old Border Collie Jake since he was 7 weeks. I
spent a lot of time before he could go out i.e. before vaccinations,
taking him out in my arms to as many places as I could where he would
hear different sounds, be petted by people etc. None of it was a
problem to him. I also let him have plenty of time getting used to his
lead in the garden (supervised) and he seemed fine.

The first few weeks I took him out for short walks from the house on
his lead we didn't get very far. He showed no interest in walking,
only sniffing. I took this to be normal for his first few visits into
the big wide world but was surprised I was having to carry him at
times - he would just sit after only a very short distance. (I'd not
tired him out beforehand with play etc).

I have been driving out with him and, on an extendable lead, he has
had some decent countryside walks but again is far more interested in
sniffing or sitting than walking and I almost have to drag him!

He is very good with his "here" or return command and recently we have
had some great, longer walks in the woods where he has been off lead.
He walks and runs around and is less inclined to sniff etc, not that
that's a problem.

A few days ago I decided to go back to the extendable lead and down
the road type walk - I can't drive out everytime he needs a walk plus
I want him used to a lead. Straight back to square one - he is not
interested. My neighbour looked after him for a day last week and had
to return from a short walk on the lead when Jake just sat down as if
to annouce "walk over".

I'm not overly concerned by this, although, with him being a Border
Collie, a little surprised at his lack of interest in exercise. I'm
also grateful I've not got a pup who goes out of control and pulls me
off down the road at great speed when I mention "walk" - but I guess
what I'm asking is does this sound normal?

To sum up, he's well socialised and has had no bad experiences
walking, has had a good mixture of country walks and walks down the
road and rather than pull on his lead, he looks like he'd rather not
bother - anything I should be doing? I might add he does not go crazy
off lead so I don't get the impression he is trying to tell me "hey
walks off lead only for me"

Thanks in anticipation. Your advice last time on biting and
"domination" was spot on - owner error and I've got a fantastic pup so
far - just wish he liked walking
