And when the hospital decides to "gets
the hell out of town" itself, when it can
no longer afford to keep paying these
exorbitant extortion demands, who'll
care for all the dogs left behind?

Jack, I'm in no condition to mount a disagreement. I would not,
ordinarily, disagree with your position. But, this is a once-caring
hospital bought out by one of the big chains in pursuit of the bottom
line. Their basic fee, before treatment, is $1000 a day. Settlements
are, apparently, simply a cost of doing business.
I took "new dog" Gala, because I could drive no farther, to a low-cost
non-profit clinic. A semi-retired vet told me. shyly, repairing all her
wounds might cost $200. I assure you, Jack, this clinic will _never
have to scrabble for funds again.
