Default fear biting

My sister's family adopted what seemed to be a very gentle dog, but in
the last three months her behavior has been changing drastically.

She acted like "Cujo" around one of their family friends. She bit one
man on a campout, and just a few days ago... Lucy bit the babysitter's
daughter.

Action needs to happen right away, or they will have to put Lucy to
sleep. Can anyone point me to set information that might help?

The very best information you will get will not be on the internet. Find a
good (check references) behaviorist/trainer that will come and assess the
dog and the situation. I wouldn't recommend your sister wait on it either.

What does the vet say? Look first for a physical cause for a behavior
like that. The dog could be in pain and responding when she had reason
to believe these people were going to touch her in a way that would hurt
her more.
