Default Uncontrolled Licking???

I'm a newbie, so this subject may have been beaten to death, but I have a
problem.

A couple of times a day my 7 year old Bulldog begins an uncontrolled licking
motion. Not licking his feet, etc, just his tongue licking outward and
upward, several times per second, raising his head at the same time. This
lasts for about 10 mins, then he stops.

On occasion, he has also had what my vet says are epileptic fits where his
head virbates for several minutes, tho this only occurs every few months.

Can anyone give me a clue as to what his licking problem might be?

I appreciate any light you can shed on this.
